City of Allen welcomes new Mayor and Councilmember

Mayor Baine Brooks and Councilmember Place No. 2 Tommy Baril were elected on May 6 and sworn in during the May 23 council meeting.

A community reception was held just before the meeting began and also served as an opportunity to recognize the outgoing Mayor Ken Fulk and Councilmember Carl Clemencich for their service to the Allen community.

Mayor Fulk, who served as Allen City Mayor from 2020 to 2023, and Councilmember Clemencich, who served as an Allen City Councilmember from 2017 to 2023, were acknowledged for their contributions to the growth and development of the city.

Mayor Baine Brooks previously served as an Allen City Councilmember from 2012 to 2022 and as Allen Mayor Pro Tem from 2021 to 2022. His background extends beyond municipal governance, with previous roles as the director of the North Texas Food Bank, president of the Greater Dallas Restaurant Association and regional director of the Texas Restaurant Association. He and his wife are owners and managers of a local Allen restaurant founded in 1995.

Councilmember Tommy Baril previously served as the president of the Allen Community Development Corporation and chaired the Allen Downtown Steering Committee. Baril also demonstrated his commitment to public safety by actively participating in Allen’s CERT (Community Emergency Response Team). Baril is employed as Assistant Director in the U.S. Government Accountability Office’s Defense Capabilities and Management team. Baril and his family have called Allen their home since 2004.
